Paradigm Solutions Awarded Two Contracts

to Provide Federal COOP/Emergency Management Support

Rockville, Maryland – December 22, 2009 – Paradigm Holdings, Inc. (OTCBB: PDHO) (“Paradigm” or the “Company”), a provider of comprehensive information technology and cyber security solutions for Federal Government enterprises, announced today that it has been awarded two contracts to provide continuity of operations (COOP) and emergency management support to agencies within the U.S. Federal Government.

For the Federal Labor Relations Authority (FLRA), Paradigm will be providing a complete audit, as well as revisions and updates, of all plans related to FLRA’s emergency management program. This includes a review of FLRA’s COOP, Occupant Emergency, IT Contingency, and Pandemic Influenza plans. Paradigm will provide quarterly plan reviews, support for quarterly tabletop exercises, and assistance with FLRA’s national level exercise participation as needed. If all option years of the contract are exercised, the estimated potential value of the contract will be approximately $300,000. Paradigm will execute this work via its joint venture with UniSpec Enterprises, its protégé partner under the Small Business Administration.

Under a prime contract for the National Archives and Records Administration (NARA), Paradigm will be providing comprehensive support and subject matter expert consulting for NARA’s emergency management program, including a review of NARA COOP and Occupant Emergency plans, and the creation of a NARA Pandemic Influenza response plan.  These services will be provided in support of NARA’s integration of OpsPlannerÔ, the COOP and emergency management software tool NARA has used for three years. OpsPlannerÔ is deployed across all NARA locations nationwide and enhances planning and recovery capabilities by automating many labor-intensive tasks, by enabling NARA to access all plans and associated records following any disaster impacting a NARA facility, and by providing NARA with a mechanism for instant notification of all stakeholders following a disaster or other emergency. If all option years of the contract are exercised, the estimated potential value of the contract will be approximately $1.3 million.

Peter B. LaMontagne, Paradigm President and CEO, commented, "We are very pleased with these contract wins and honored to be entrusted with this important work supporting the mission essential functions of both NARA and FLRA. The NARA win expands our role within a very important customer that underscores Paradigm’s historical performance and recognition of our ability to provide exceptional service in support of the mission continuity of our U.S. Federal Government clients.”
